No NT he can't change the fuel system because of the class he races in. In certain types of stock and superstock classes you can't alter the motor from factory settings. This is way motorcycle racing is sooo user friendly. In stock classes motors and money aren't allowed it all comes done to skill.
As far as vstacks, they are velocity stacks. You may not be able to use them. They replace the openings on your intake and have a different profile so the air comes in at a different speed and turbulence. Check this out (http://www.gravesport.com/cgi-bin/shopper?preadd=action&key=AB__009).
I would try adjusting your fuel mixture through the test screen on your gauges. This is something the bike is capable of doing on it's own so you should be good with your racing rules. Here's a good write-up (http://www.r6messagenet.com/forums/showthread.php?t=15407).
Also check to see if you are able to use a 1/4 turn throttle barrel. This shortens the distance your hand needs to move to get to wide open throttle. Other than that if you're running a stock class there's not much more you can do. You might want to ask about an adjustable ignition advancer. This allows you to set the timing closer to factory specs. And see if you are allowed a valve job. These cost some $$$ but bring your power closer to factory peaks.
